When a Quote is created in Salesforce and synced with NetSuite, an Estimate (quote) is created in NetSuite.
Opportunity Sync — Generating a Quote
On the Opportunity page in Salesforce, there is a Quote button. When this button is clicked, a new quote is generated in NetSuite.
Note: If this button is not visible on your Opportunity page, please contact your Salesforce administrator to have it added to the opportunity page layout.
Once a Quote is created in NetSuite, it is sent back to Salesforce as a Quote and stored in a native object that displays on the Opportunity page in a related list. If this related list is not visible on your Opportunity page, please contact your Salesforce administrator to have it added to the Opportunity page layout.
The Quote native object in Salesforce contains high level information about your NetSuite transaction along with a PDF representation of the NetSuite quote. The PDF documents are generated by NetSuite and can be modified by standard NetSuite functionality. The PDF documents can also be emailed to clients for signature/approval, then the returned signed/approved copy can be attached.
If an error occurs when an opportunity is synced, it is logged in Salesforce in the NetSuite Sync field on the opportunity page. If the sync is successful, the field is empty. The error is also displayed in NetSuite in the Celigo Integration Log.
In the Salesforce Quote section, click the ‘Sync to NetSuite Quote’ button.
The following messages appear indicating the synchronization (Queued, Processing, Completed).
Queued
Processing
Completed
The NetSuite Quote # is populated with the Quote ID created in NetSuite. In the System Information section, the NetSuite ID is also populated.
The Quote is exported to NetSuite in real time.

Is it possible to ditch the Javascript buttons? https://trailhead.salesforce.com/en/content/learn/modules/lex_javascript_button_migration
The components look awful in Lightning, so a Quick Action would be ideal.
