Replace All Lines not executing on import for RMA into Netsuite

Has anyone every encountered a situation where the replace all lines action doesnt execute when importing records. I am seeing strange behavior where it doenst work. In fact, I can see clearly in the debug logs that replace all lines is not executed and it is not adding the line items in result.
