Export Type: Once - export records only once definition

I am wondering what the ' Once  Export records only once' export type mean in relation to a Salesforce 'Upsert'. (The Upsert either inserts or updates an existing record in one call)

Do I understand the Celigo export type of 'Once' as the same thing? 

''Once' will only export data that has not been exported already, and will also automatically update records to mark them as exported."
