That error message is pretty clear. Are you certain that the subsidiary noted in the error message is assigned to that tax code record? If it for sure is, then you may want to open a support ticket.
I'm not sure why you would receive an error related to delivery method on a customer import. Delivery/shipping would be set at the order level. Maybe you have some custom validation on the NetSuite...
